Invading Ascended Champions

Ever since the patch (patch 5 i think) that adjusted the lvl ranges of invading caos. I just seem to be getting invaded by lvl 45-49 caos while im 60.
Even my own lvl 50-60 caos dont seem to invade any other player.

Is this due to the limit amount of players at those higher lvl's or is this intended ?

tht would defeat the purpose no one would ever clam other altars for the crusade if we can annihilate them

Been 2 weeks and still max lvl 45-47 of ascended champions that are invading. Been 2 weeks 60 now.
Both my own and invaders into my realm.
Can you please fix
