Issues using gamepad

Hello, i just purchased Toy Soldiers Complete on steam and on my first time playing it everything worked fine. I tried to start it up again this morning and the gamepad started glitching. it keeps resetting to keyboard controls whenever i am not actively pressing buttons on the gamepad. I tried rebooting and verifying the game but it still does it. it makes it impossible to place units and if i try to use the keyboard it does not work either. ( I need to use gamepad due to a surgery) so any help with fixes for this would be greatly appreciated.
